If you look back in Jewish history over the last 3,500 years, Yaakov's children come down to Mitzrayim as strangers, they were never suposed to stay in the land, but rather they should've been there temporarily and got out.
But, as the Kli Yakar says in a critical way, they took hold of it, and right away, they got settled.
And then, eventually, we're so settled in Mitzrayim, as slaves, no one wanted to leave!
And according to the medrash, only 20% actually left.
Meaning, 80% didn't leave!
Then, the ones who left Mitzrayim (the unique ones, the tzaddikim), finally make it to the midbar. But get stuck in the midbar!!!
Three times already, the majority didn't leave.
1) Going down to Egypt
2) Staying in Egypt at the time of the Exodus
3) Staying in the Midbar.
And then we get into Israel, and a few hundred years later, we're kicked out.
And the majority stay where? In Bavel!
And the majority consists of laymen and rabbis alike....
And now, this is the fifth time where so many Jews, the majority of Jews, are still in Chutz L'Eretz (Rabbi and laymen alike).
And even the Rabbis here, they were here, so they made Aliyah, or they were born here...
But let's keep the status quo.
Let's not move on to the next chapter, the Mikdash.
When it comes to Eretz Yisrael matters, to me it seems the majority just want to hold on to status quo.
If status quo is staying in Egypt? We'll stay in Egypt.
Staying in the Midbar? We'll stay in the Midbar.
In Persia? We'll stay in Persia.
Staying in Israel without the Mikdash? We're going to do that.
